The easiest method is to buy it from Grayson's Weapons at Sea, a merchant located on the east side of Alola Beach's ocean in Honolulu (see map above). He sells Wild-Caught Sashimi for a mere $1.60 per unit. Grayson won't appear on your map until you've explored that area of the ocean. You can carry a maximum of 10 at a time, but you can return to him to buy more as needed.

Alternatively, you can try your luck fishing in the waters of Alola Beach. While swimming, press the "Catch" prompt when near fish.
